Here's an alternative that works:
from DocumentTemplate import HTML
class Spam:
  def eggs(self):
    return "Eggs"
  ss = HTML('Eggs are <!--#var eggs-->.')
s=Spam()
print s.ss(s)
and a second choice:
from DocumentTemplate import HTML
class Spam:
  def eggs(self):
    return "Eggs"
  ss = HTML('Eggs are <!--#var eggs-->.')
s=Spam()
print s.ss(s)
