[Zope] cgi.py file from python1.5.1

As a service to the rest of us who might need the file and don't want to
download the entire python 1.5.1 distribution in order to get it, I have
posted the cgi.py file here:

http://psyche.ed.vt.edu/Zope/stuff/cgi.py

Put it in your [Zope]/python/lib directory if you need to get ftp and
WebDAV functioning on 1.5.2 python with Zope.

My server is 'experimental', so may not be there long.
