You're right about the type being image/x-png in the management interface. 
However, it was uploaded using the standard Image class throught management
interface.  I just tried loading a new one through the mgmt interface and it
was x-png as well.

Although we don't have a cause, given that your stock install works correctly,
at least I have a workaround in that I can change the type through the mgmt
interface.
