[Zope] Pre-ANN: ZI18N

I have put a very simple internationalization product, ZI18N, on my
zope.org page:  http://www.zope.org/Members/tseaver/ZI18N/

This product is a quick start at "themable" or "skin-based"
internationalization. it contains a single ZClass:

  ZI18N_Document (ObjectManager, DTML_Document)

which serves as a container/sheaf of translations for a single "logical"
document.
