[Zope] manage_users question

hello all,

How on earth does one call manage_users? 
The quick reference says:
manage_users([submit, REQUEST, RESPONSE])
          User Folder, Manage Users. submit can equal 'Add...', 'Add',
'Edit', 'Change', or 'Delete'. Add and Edit use the following variables
from the REQUEST object: name,password,confirm,[roles,domains]. ??? 

but,
<!--#call "acl_users.manage_users(submit='Edit', name=REQUEST['name'],
password=REQUEST['password'])" -->
returns an error.

What is the correct syntax????
