[Zope] Date problems with ODBC persist in Zope 2

Wasn't this fixed long ago in a galaxy far, far away? Somebody kindly
posted DateTime.py patches (for handling "foreign" time zones) for Zope
1.x at one point, and I blatantly assumed they had been rolled into Zope
2, but apparently not?
Using Zope 2.0.1 and the latest ODBC DA (ZODBCDA-3-0-3) with MS SQL
Server 6.5, I'm getting tracebacks like this one:
Error Type: ValueError
Error Value: Invalid value, 1999-09-23 16:17:16.147, for time in record
0
