[Zope] format specifier for GET style arguments?

There's an html_quote and a url_quote, I'm interested in a specifier that will
create a argument list for a link.  If arg1 has 'this is a string/stuff' then:

<dmtl-var arg1 ???_quote> will give: this+is+a+string%20stuff.
