[Zope] <dtml-with object> calls first?

I, definitely, prefer the current implementation to making
"with" the (only) exception: currently, whenever you
use the name parameter of a tag, the object is called
when it is callable.

If this would be changed, I am almost sure, Chris Withers would later
complain about the inconsistency :-)
