I would expect, you get a KeyError. Right?

   <dtml-with new_folder_ID> tries to access the object
   with the name "new_folderID".
   But the new folder was created with a name
   "REQUEST['new_folderID']".

Try: <dtml-with "REQUEST['new_folderID']">
