I had this error message come up when I upgraded from one version of
zope to one of the latest.

Eventually I tracked it down to where I had

<input type=hidden name=<!--#var tpcode-->:tokens

and changing it to 

<input type=hidden name="<!--#var tpcode-->:tokens"

fixed it.
