Environment variable in what sense?

Do you mean Server Environment or Machine Environment?

If Server Environment then something like <dtml-var "REQUEST['varname']">.

If Machine Environment then it may be possible to write an external method
to get at it, assuming that the user Zope runs as has the envvar in its env.

At least that's my take on it.
