if you mean  and <dtml-if "(OUTPUT == 'PROENG') and 'MATRIX'">

then it is equivalent to <dtml-if "OUTPUT='PROENG'">

if OTOH you mean  and <dtml-if "OUTPUT == ('PROENG' and 'MATRIX')">

it is same as <dtml-if "OUTPUT=='MATRIX'">


which one did you mean ?
