I think maybe the issue got clouded by the phrase, "server-side includes".
What you are asking for is not a server-side include: you want to generate a
tag in Zope, something like:
<img src="build_graph?units=hours&series_a=hit_count&series_b=load_factor">
This isn't SSI because the browser makes a separate request for the image,
after/while loading the page containing the tag; SSI is massaged by the server
before the browser ever sees the text.
That said, it *is* feasible to build a parameterized image link, using exactly
this kind of syntax. There are a couple of contributed products which do
on-the-fly image generation:

* "TTImage":http://www.zope.org/Members/RainDog/TTImage
Converts text strings into a GIF/PNG/JPEG images using
TrueType fonts.
