[Zope] does zope's undo & version have access control?

I create a folder 'Folder1' under '/',then give 'undo changes' Permission of
'Folder1'to user 'test1';The I made some operation under Folder '/'
BUT all changes made by user 'root' can be undo by user 'test1';

Can I control the UNDO permissin?

the version has the same promblem.

does zope's undo & version have access control?
