[Zope] problem with zope version mgmt

I am using 2.1.4.
After saving my changes to a version I cannot see them until I got to  the
control panel  as superuser and use version management to save the version. But
the problem I see is that  the superuser has to manage this rather than the
individual developers themselves ?. What is the difference between saving
individual versions and saving from the control panel ?.
