Any user with a 'Manager' role can shut down Zope.  This is hardwired
and pretty much a feature.  If you don't trust someone enough to give
them the Manager role, then you probably don't want the shutting down
Zope.  You can allways give them permission to run the 'stop' script on
the filesystem.
