[Zope] Not logging in - what have I missed?

Another couple of simpleton problems, I think. Direct help, and pointers to
existing information, will be very welcome.

Installation:
- Zope 2.1.6 on Win NT4 SP5
- Zope default installation to D:
- starting as a service
- var directory has Everyone=All permissions

1) Although I can view Ok as Anonymous, I can't get Zope to recognize any
username/password combination other than the superuser. I have defined users
at the top level and in the folder where my pages are. When I get to a page
that requires authentication, only the superuser pair will work. Those from
acl_users keep returning the login prompt until it expires.

2) Although I have set the permissions for Anonymous to permit "change
Properties" in the folder I continue to get a "manage_Properties"
permissions error when I try to exercise this permission.
