[Zope] frameset bug in latest Zope 2.3.1

Latest version of Zope 2.3.1 renders an HTML frameset error [Win98se,
IE5.1]:

The top margin displays the same as the left-hand menu margin. Previous beta
versions showed Zope logo etc.

The problem lies within the DTML being accessed by the first 2 methods:

manage_top_frame
manage_menu
manage_workspace
