[Zope] Running Zope Under Win95

The length of time it 'waits' gets longer as the Data.fs file gets bigger.
When you know this it sort of makes sense.

The only exception to this is if the Data.fs has been deleted (such as for a
clean of the ODB or on a new CVS installation), since it has to create a new
blank Data.fs file.
