if you dont specify the expiry date, the cookie is destroyed when the 
browser is closed: you need to specify an expiry date, e.g. 

<dtml-call "RESPONSE.setCookie('favorite_language', 'Python',
                               expires='Wed, 19 Feb 2020 14:28:00 GMT')">
