Try it this way
RewriteRule ^/(.*) 
http://203.31.212.17:9080/VirtualHostBase/http/www.wells.com.au:80/wells/VirtualHostRoot/$1 
[L,P]

Notice the "L," in front of the P at the end of your RewriteRule statement
