Sure. Try:

<dtml-in geoList>
   <dtml-var "SQL.getSiteID(geoName=_['sequence-item'])">
</dtml-in>

instead :) (or get my replacement for the in-tag and use 
geoName=sequence_item ;)

Your way above you are looking up the key with the name 'sequence-item' wich
is then TC and then use this key again on the namespace, but TC does not 
refer
to anything. Hence the error.
