You can do this by redirecting all requests under /Zope to
/VirtualHostBase/http/www.foo.com/vhosts/foo/VirtualHostRoot/Zope
Under Apache with FastCGI, something like this:
RewriteRule ^/Zope/(.*)
/zope.fcgi/VirtualHostBase/http/www.foo.com/vhosts/foo/VirtualHostRoot/Zope/
$1 [L]
