You can either use a default value for your checkbox control:

    <input type="hidden" name="mycheckboxname:int:default" value="0">


or set it in your action:

   <dtml-unless mycheckboxname>
     <dtml-call "REQUEST.set('mycheckboxname',0)">
   </dtml-unless>
