It may be that the ":list" suffix does not work (it is known
to be broken at least for some Zope versions and some contexts). Try:

   DTML-object

   <dtml-call "REQUEST.set('name',['john', 'bill', 'george'])">
   <dtml-in zsql>
     ....
   </dtml-in>
