On a standard Zope installation, manage_workspace takes you to the welcome
screen and you have to log on with a password to get to the management
interface.  (I just tried it on mine to confirm this).

You must have given anonymous users permission without realizing that you
were doing so.  You will need to find out where that happened and change it.
