strictly, FileStorage. ZODB on BerkelyStorage is very much better.

With FileStorage, This only happens if zope is not shut down cleanly.

A clean shut down will leave a var/Data.fs.index file. On the next
startup it loads this index if it is present, or scans the whole
Data.fs if it is not.
