[Zope] cache settings

Hi Katrin,

this is for changing the settings for objects
regarding CacheManager objects.
There are different Cache classes available:
memory cache, proxy cache etc.

This is simply the permission allowing someone
to influence how and when an object is used in
conjunction with a CacheManager.
