[Zope] Skin flexibility option not working?

Hi all,

I'm playing with the Skin Flexibility (allow arbitrary skins to be 
selected) option, in the properties of portal_skins. I turn it on, and off, 
but see no difference in behaviour: Either way it is possible for a normal 
user to switch the skin in the preferences section. So what's wrong here? 
My understanding of this option, maybe?

I use Zope 2.4.2, CMF 1.1 final.

Any ideas?
