Try the unlimit command before you start zope, i.e.

%unlimit
%./start &

I am trying to import a 45MB zexp and I have plenty of space left but
zope stays that I have none left, with the following error:

Zope Error
Zope has encountered an error while publishing this resource.

Error Type: IOError
Error Value: [Errno 28] No space left on device
