you should be able to do something like:
<untested>

<select name="a" tal:define="ov options/optval;vals python:[1,2,3]">
     <option tal:repeat="vals" tal:content="vals"
     tal:attributes="value vals;selected python:vals==ov">1</option>
</select>
</untested>
