Sorry to contradict you,
the rules are for everyone. Also for the ones dealing with an offender.
When you have been offending traffic rules the last time (parking your car
inappropriately maybe) you would have been rather unhappy when you where
treated as an outlaw by the rest of the traffic members.
This of course assume that you are like me: just barely perfect.. and
therefore able to make mistakes
