under *nix, mgetty (mgetty.org) works fine and IIRC includes some cgis you
could use as examples for sending faxes. It's well integrated with
StarOffice too, and maybe there's something to use it from windows
machines.

You should be able to directly acess its incoming spool from Zope with a
product like LocalFS. 

AFAIK it's easier to configure than HylaFax, and it's GPLed.
