[Zope] locale roles don't work with HTMLDocument procucts

add 'manage_FTPget' to __ac_permissions__ to give non-manager users permission to ftp download.

This error steps only with HTMLProduct http://www.zope.org/Members/sf/HTMLDocument (not the other
one).
