I tend to tackle these things by renaming the chart/image/movie/whatever 
everytime its content changes (i.e. it is reuploaded or something). 
Requires some logic in the display code but makes sure nothing is cached 
because the URL is different. Usually I create a kind of wrapper object 
that contains the actual resource and acts as a proxy to the outside world.
