Yep.  FolderFilter is emphatically *not* a security solution -- it just 
lets you get stuff that you rarely use out of your face.

If you want to prevent somebody from adding a particular kind of object, 
take away their "Add" permission.  It will automatically be excluded 
from the dropdown list.
