In partial response to my own question, I note the existence of http://www.zope.org/Products/Zope/2.4.0/Zope24MigrationGuide.html which gives a thumbnail sketch of the main new features in 2.4. It does include the note "This document is evolving and will continue to be updated as we approach the final release of Zope 2.4.".
