I know two of them :

	load_site.py which is part of Zope's distribution, can recursively
        upload local files or directories.

	ZShell and its wget command, which can upload both local or remote
        files or directories, but not recursively yet. ZShell is a Zope
        external method which allows you to manipulate the Zope Object
        DataBase with commands similar to Unix shell's ones. You can
