The condition seems not to be necessary at all:
<input type="text" name="input_name"
tal:attributes="value task/task_name | nothing" />
should work for the first example -- well, I have only tested
<input type="text" name="input_name" value="some_thing"
tal:attributes="value task/task_name | nothing" />
I think the second can be expressed as (not tested):
<input type="text" name="input_name" value="hi"
tal:attributes="value not:exists:task/task_name | default">
