[Zope] Import ACL User

Hi,

I tried the copy of data.fs but the service would not start. I am running
2.5 on Win2000.

To replace the root user folder you need to be logged in as "emergency 
user". Also make sure to transfer the users *first* (before the data 
ojects) so ownership information can be retained on subsequent imports.

Why is it you can't just copy the entire Data.fs?
