[Zope] standard_error_message wired variable expansion

It is not lost. Instead, it is not yet determined:

  Authentication happens only at the very end of (a successful) traversal.
  It does not happen, when the traversal is aborted due to any error,
  e.g. a "Not found" error.

Apparently, the code in "ZPublishers" traversal does not provide
this information.

Use "<dtml-var error_value missing>".
