[Zope] CMF: Join Action to be reviewed by a Reviewer

This should stay with the zope-cmf list.

You would need to figure out how to tie the join scripts into a 
workflow.  In otherwords, you need to create an object (ZClass or Python 
Product) that is stateful and subject to workflow.  This object, upon 
approval would create the user and user's stuff and probably delete itself.
