solution:
put the following in the <head></head> section of the page. I didnt know
you could put a <noscript> in there. but it works beutifully.

<meta HTTP-EQUIV="REFRESH" CONTENT="0; URL=<dtml-var
"errors.no_javascript.absolute_url()">">
