hard to decide without the <dtml-sendmail>-code. a tip: remove all 
whitespace in front of the headers...

DON'T:

<dtml-sendmail ...>

     To: foo
     ...
</dtml-sendmail>

DO:

<dtml-sendmail>
...
</dtml-sendmail>
