I think you're better off using plain Zope and using Novell Netdrive to
map drives to the Zope server.

We need to be able to upload the files via a webpage and have them
accessible to both web requests and OS level requests. We have our files
accessible internally via the web and OS.

Whats the advantage?
Beside there are many products for zope to map content to single files
in a filsystem...
