I think you mis-understood.
I cannot use any file protocols. That is why we use Owl to upload and
download documents/files to a central web source, but I have to have the
files and directories available via the OS to allow running SCP if needed or
if the Web interface is down.

Okay, well if you need a non-standard file protocol, I'm afraid you're out
of luck with Zope. Zope, out of the box only supports WEBDAV, and FTP, which
as you know, are standard file sharing protocols. Novell Netdrive just maps
those protocols to a drive on your computer. (it's free too). Webdav is
supported in Windows 2000, XP, 2003, but not very well.

We are not allowed to run SMB, NFS, or any other standard file sharing
protocol like that in this environment. That is why we use OWL, to provide a
central repository. That is why I needed to know if there was an option in
Zope already, or if I would have to roll it myself.

I think you're better off using plain Zope and using Novell Netdrive to map
drives to the Zope server.

We need to be able to upload the files via a webpage and have them
accessible to both web requests and OS level requests. We have our files
accessible internally via the web and OS.

Whats the advantage?
Beside there are many products for zope to map content to single files in a
filsystem...
