In a Script:

   from Products.PythonScripts.standard import thousands_commas
   s = thousands_commas(123456.78)

In a ZPT:

   <div tal:define="pss modules/Products/PythonScripts/standard"
        tal:replace="python:pss.thousands_commas(123456.78)">
   123,456.78
   </div>
