I do this all the time with both emacs21 and xemacs 21.4. You'll need to do
some basic troubleshooting:

1) Make sure standard FTP to zope works
2) Make sure ange ftp works to a standard ftp server
3) Make sure dired works (not installed by default on xemacs...)
4) Make sure you aren't working on Windows...

You path, btw, should probably be "/admin@www.server.com#8021:/filename".
