[Zope] restart from the control pannel ... not restarting

stops and does not start again.  When the restart button is pressed I get a
"Temporarily Unavailable" messesge but then Zope does not start up.  One has
to then restart by doing a './start -u brad' as root.

Maybe, after you told us what is does:

  *  ignores pressing the "restart" button

  *  stops but does not start again

  *  raises an exception ("Error Type", "Error Value" and traceback!)

  *  ....
