I may be wrong, but I think you want something like this:

   <a href="#" tal:attributes="href person/homepage"  
      tal:omit-tag="person/homepage">
     <span tal:replace="person/name" />
   </a>

Nope, but you can emulate it with 

python:test(condition-expr, expr-true, expr-false)
